OpenAI says it will stop using non-disclosure agreements with public officials on its data center projects, except for narrow protections covering security information, trade secrets, and sensitive business information. The company also says it will pay the full cost of electricity and needed infrastructure, report expected jobs and hiring, and create a local compact for each future compute campus it owns and operates. OpenAI says each compact will include these commitments and reflect local priorities.
